I picked up a used Ohlins steering damper for the RSV Mille. I have not put it on the bike yet.

Movement is normal as expected and adjusts between soft and hard no trouble.

If I leave it sitting for about 5 or 10 minutes, it kind of locks up and is hard to get in motion again, it takes a good shove with the hand to get it moving again; once moving all is normal again.

Is this unusual?

Anyone there got an Ohlins on the shelf could try see if it behaves the same way.
