Bike cuts out when coming to a stop. No hesitating just cuts out (not all the time but a lot). I first taught it was just dirty carbs but they have just got cleaned and jetted and carb rebuild kits were used.

Idle is set to 1600. Choke plungers have new o rings as well.

Bike in question is a SV650.

Any ideas?
